Really sad...but injuries can happen in any sport. This doesn't make mma any dangerous. Football players all end up in weird angles after being tackled.

It's a sad injury to happen to anyone, and I hope a great recovery comes quickly, but I highly doubt he can make any progress on having the standing-back mount banned. If you watch closely of how the injury took place... It nearly was completely self-inflicted. The only thing the other fighter added was weight to the bad fall this man chose to take.
